Default Recognizing USB drives after stopping them

Sometimes when a user stops his small drive to remove it, he also stops the
other USB drive that remains connected. This is the sort of user who is
never going to get it right, so I wish there was a command that could
re-enumerate (or un-stop) any USB drives that are still connected. Any
idea?

Reply in group, but if emailing add another
zero, and remove the last word.

FILE: DevCon Command Line Utility Alternative to Device Manager

rescan Scan for new hardware.
