Default Can I hot-plug a SATA drive ?

Does first-generation SATA hot-plug without killing the mobo, the
disk, or both?

I've got a PC with an ASUS A7N8X-Deluxe mobo with SATA on it. It's on
the bench and I have several SATA disks I want to run disk fitness
test on. (The boot/OS disk is IDE.)

Do I have to power-cycle the machine when I hook up one of these
disks?

The PSU has SATA power connectors. Do I hook up power or data first?

The OS is either w2k or Linux.

Depends on what you mean by first generation. The first generation drives
did mostly have the legacy power connector and you cant hot plug that safely.

Even when you use the SATA power connector, strictly speaking you shouldnt
be hot plugging that manually, its meant to have rails involved in that hot plugging.

It would be safer.
