Question about a CFS System I just got

I ordered and just receieved a fully charged CFS system for my epson
printer.

They're closed now so i cant call, but the cartridges with the tubing
attached is separate from the Ink bottles.

As a newbie, is a fully charged system suppose to have the cartrisges
already connected to the ink bottles?
