I have an Okidata B4200 printer with a little over 7,000 pages on the
drum counter. I am having a problem with the printer now printing
blank pages. It didn't come up with an error message telling me why I
am having this problem. I have replaced the toner and it still prints
blank pages. I am wondering if it is the drum, although isn't 7,000
pages too low to have this problem with?

If this happened suddenly then I doubt it is the drum.
Forgive the obvious question but did you remove the sealing strip from the
toner cartridge, they are white from memory?
Also, when you open the lid of the printer you will see a LED array on a
bracket under the lid, is that unit correctly positioned? They can sometimes
get pushed out of place, it should be lightly spring loaded and in such a
position that it closes correctly into the slot in the drum unit.
