Default I've got a Canon i550 and i560 with the Same Problem

The middle light flashes, paper does not feed and no printing. Is this a
known problem?

The i550 is a very old printer.  It is not worth fooling with.  You can get a new IP4500 for a very cheap price on sale.  Keep in top condition by using Canon OEM ink.  You should have not problems.

How many flashes, or does it just flash constantly? Does it flash a
different colour, i.e. orange instead of green?

If I had to GUESS, based on the age of this printer, the waste ink
reservoir is probably full, or nearly so. If this is the problem, you
can service this yourself if you want to try. Google "i550 waste tank
reset". I'd also disassemble the printer to get to the waste ink pads
in the bottom, rinse them out, dry them out, and reinstall them so
they can absorb waste ink once more. Otherwise you may get an
overflow of waste ink on your desk one day. But confirm this first,
through the number of flashes.

Otherwise, try and get a Canon i550 service manual. It does contain
all trouble and maintenance codes, plus a parts list. Parts are
available online if you look around. Try http://www.nationalpartsupply.com/

I appreciate the input. I think, based on the age and replacement cost, I
will pitch it.

You can tell by the number of flashes if it is the waste ink tank (actually
an absorbant pad in the bottom of the printer). Check your original
documentation for error messages. If so, and if the printer was still
printing well, you can use a series of presses of the two buttons on the
front to cancel the flashes and reset the counter for the waste ink. Canon
errs on the side of caution, and I've heard of many people who have reset
the counter at least once without any ink spilling out of their printers.
Go to the Nifty-stuff forum. I'm not sure if there is an FAQ or simply a
thread on this subject. You can get the reset code there. Certainly worth
a try and costs nothing. For one reset you can undoubtedly get by without
opening the case and cleaning out the pads.
