You just answered your own question when you added "bad refilled cartriges"
Try buying from another place and see if you notice a difference.
It's not just the printer manufactures that can be nickel and diming gouging
weasles.
BTW,...remember to post who supplied those half filled cartriges so others
can avoid buying there

When I print mere black text - what I mainly do - the printer driver by
default choses "color" and apparently mixes black from the color cartridge!
I just selected Black and white and - voila! - received a fine print
from my DeskJet.
Well... I always thought that since 1995 or so HP printers do not mix
black but take from the black cartridge. what else is it good for?

You have had that printer for how long ?
And just suddenly noticing a problem.
I'd still put my money on the cartridges being partially filled.

Try buying from major national retail chains, if you are buying
a hundred thousand, you look after quality control, and don't
put your reputation as a buyer on the line with customers
complaining.
