I'd like to disable the HP "Digital Imaging Monitor" from the taskbar,
but you get a dire warning about buttons
on the printer not working if you do so. All I want is a printer that
prints from within programs using the
keyboard and mouse in XP. Is there any harm in disabling its startup
in MSCONFIG?

You do not mention which All-in-one, but for your purposes there should be
no issues. The digital imaging monitor is used to automatically start
applications on the computer when the "scan" button is pressed on the
all-in-one device. Typically with the monitor disabled you will not be able
to scan by pressing a button on the scanner but will still be able to launch
the scan application from the computer.
