Canon does, but you should check specific model specs for OS compatibility.
Functions may be limited in 98.

Your best bet may be recently delisted models that use
the same ink cartridges as current models, e.g.
Brother 300, Epson CX5400.

The HP5610 will work with Windows 98SE. For software download the software of XP. It will work.

I missed the original post, but check out Brother MuktiFunction
machines:

http://www.brothermall.com/

Click on "Multi Function...", choose a machine, click on any box, then
search for system requirements. That will tell you if it will work w
W98. Just be sure the drivers are included when you buy one.

You can also search that site for driver downloads.
