Or via 15 pin VGA ?
It really depends on what you mean by snow. Does the snow consist
of colored dots of all three major colors, colored dots of just
one color (like a red dot snow), or black and white dots. Are the
dots random and distributed over the whole screen ? Or restricted to
a windowed area ?
And if you are using DVI, does the problem
persist, if you use another monitor, one that
has a VGA input ? If the snow exists even on a VGA output,
then the source of the problem would be further back in
the GPU.

You're not including much info for tons of meaningful advice. Is this a new
card? Did you just install it or did you just update the drivers? Did this
just start to happen? Which drivers are you using? From the run command type
dxdiag and click on the display radio button. Test Directdraw and Direct3D
from this window. Does it pass?
