Default Windows Picture & Fax Viewer

I open a file created with Microsoft Office Document Imaging tool. I open in
Windows Picture & Fax Viewer (because it opens faster). I add text to the
file and attempt to save with the same file name. I get the message that the
file already exists and do I want to replace it. I select Yes. After some
time, I get the message that annotations have changed would I like to save.
I select Yes and attempt to save to the same file name. It takes me back to
the message that says the file already exists and do I want to replace it.
This process used to work.

Is there a limitation with the Windows Picture & Fax Viewer that you cannot
modify a document and save it with the same name?
