Default Why isn't there an English Language Pack for MS Office?

Can anyone answer this?

This just seems utterly nuts? Is there some kind of completely non
politically correct answer that just can't be spoken? People ask this
repeatedly and noone seems to want to give an official answer on
this.

Anyone?

Hi Oisin,

It's not clear if it was a marketing or 'lawyer' or ??? decision to not sell the English UI/language pack separately, but it is
included in the recently released Office 2007 Multi-User Interface Pack (the 37 language Office 2007 proofing tools/UI kit <g>).

Individual Office 2007 Language Packs for English and other languages are now
