Click on the View menu, and choose Thumbnails or Film Strip. Then you
will be able to select the picture to look at.
In single Picture view, you should see a blue triangle at the very
bottom of the window which will act as a Forward and Back button.

If you are refering to multi-page tif files, either Open them in
Microsoft Office Document Imaging or Windows Picture and Fax Viewer, or
some other third party software that supports multipage tiff format.
