Default VBA Editor won't load

Hi, I have new Dell Laptop Latitude D830 with Office 2007 (OEM version,
bought it with the new system, but I did the installation, not Dell). I
uninstalled Office 2007 and installed Office 2003 from the boxed retail
version I own. Everything in Office works, EXCEPT the VBA Editor will not
come up in Excel and Word. Excel reports "Out of memory". I get this error
on brand new workbooks without any macros as well. I am not sure if going
back to Office 2003 is the cause as I did not test any VBA macro editing
under Office 2007 before I uninstalled. I have rebooted and uninstalled and
reinstalled Office 2003 twice, same issue. Any ideas what could be causing
this?
