Trust access to visual basic project is greyed out in Project 2007

Hi,

Iam trying to install VBE menu item into MS project 2007. But to
install VBE menu item I need to set 'Trust access to visual basic project'.
But in 'Trusted publishers' tab of security dialog, this is greyed out. Can
any one you suggest me about how to enable this checkbox.
