Default Simulating envelope Journaling

I am a cheapskate thats using Exchange 2003 SP2 and Outlook 2003. I am going
to be required to apply an email archiver. I would like to have Outlook make
a copy of each persons e-mail as they arriver and save it in a folder that
will get saved with the users profile on the server.

Is there a way to do this without buying new software or applying Envelope
Journaling on the Exchange Server?
