We have a shared document that has the "section sign" symbol (§) in it.
When one user opens the document the symbol is changed to a " ' " (single
quote)
The alt 21 (Section Symbol §) is working on users laptop with Microsoft
Office 2003 SP3 when she creates her own documents.
One other user has this issue with the shared document.
A guess here. Symbols are still based on installed fonts. Could it be
that the other use doesn't have the font that you used?

Check the Default printer. Change it to be the same as the others.

The "Section Sign" Symbol works two ways for this user.
1- Alt 21
2- On the Menu bar, click Insert >>Symbol >> select Section Sign" >> Click
Insert
In this users sitiation a saved WS word 2003 document is opened and the
"Section Sign" symbols are replaced by " ' " (single quotes
If this Section Sign wasn't "installed why does 1 and 2 work?

Bxb7668 wasn't asking about the symbol itself - but the font the symbol
uses. For instance, when you insert a section symbol in the middle of a
Times New Roman sentence, then the expectation is that the symbol will
be in TNR.
So, select the paragraph that the symbol is in and apply a different
font to see whether it is a font issue or something else.
