Repair fails to run - How to repair "repair"

I recently installed Office 2007 Enterprise Edition. The icons on my desktop
for the different programs have disappeared. I have tried running the repair
utility through add/remove programs and from the setup file on the
installation disc. All of them fail. How can my repair file be repaired?
