Is this a setting that you are making inside of PowerPoint or in
Control Panel? As far as I know you control how many monitors are
available through the Control Panel Display Settings. What is
available there depends on the video hardware on your computer. Your
hardware can handle 9 monitors. If you want more you'll need to change
hardware.

I have the hardware (5 video cards) on the computer with cables to 16
Monitors. The control panel display setting shows only 10 monitors. From
within PowerPoint the multiple monitor dropdown shows 9. How do I change the
dropdown to list all 16?

The reason you only see 10 monitors in Control Panel is because that is
all that Windows will support. Please see Multiple Monitors in Windows
Help and Support.
