Default Picture Manager not Installed for Current User

Office 2007

We have a test group that is currently evaluating Office 2007. One of the
users in the trial is getting a message when she attempts to open a bitmap
file. The error is:

Picture Manager has not been installed for the current user. Please
run setup to install the application.

I went into Add/Remove programs, selected the Office 2007 entry, clicked the
Change button, and stepped through the screens until I found the page that
shows the installed options. The Picture Manager is definitely installed.

I have run a couple of Google searches and have not found much on this
specific error. Although, now that my user has left for the day a couple of
things do occur to me. First, I only saw the error with one file and did
not try other files. Second, we did not try opening Picture Viewer first
and then opening the file (we opened it by double-clicking the bitmap file).
If I had not been up until 3:00 A.M. last night I would probably have
thought to try these things! ;-)

Any suggestions you may have will be greatly appreciated. I will post back
the resolution when we have one.

It appears that I have this fixed. I had the user open the Picture Manager
first and it immediately comes up to a dialog box asking if you want to
associate the listed file types with Picture Manager. After that, the file
could be opened without problems--even without Picture Manager being opened
first.
