Default photo editor notepaper effect

Someone at work is using the "notepaper" effect of Microsoft Photo Editor to
highlight features of certain kinds of images. He needs to process a lot of
images and he asked me if it were possible to replicate this effect using a
visual studio program.

Does anyone have any documentation on the actual image processing filter
that accomplishes the notepaper effect in Photo Editor?
