Office XP 2002 and Publisher

After reformatting my computer and reloading XP 2002 Publisher didn't
download. I contacted microsoft and they confimed it should be part of the
package. They suggested my disc may be damaged so I purchased a replacement.
Publisher didn't install with the new disc either. Am I missing something?

Which *version* of XP 2002?

Publisher 2002 is included with Office XP Professional Special Edition,
but not with Office XP Professional.

Is it Office XP Professional "Special Edition"? That's the only Office
XP Pro that included Publisher.
