Default Office Web Components with Office 2007: Yes or No?

I'm getting conflicting guidelines from Microsoft on the exact same webpage:
"Changes in the 2007 Office system":

Under the heading of "OWC11", it states:

If you have documents or solutions that depend
on OWC, these solutions do not function properly
if the correct version of OWC is not installed on
the client machine. There are three primary courses
of action:
1. Install the correct version of OWC on the appropriate
client computers. The installation can be performed in
the following ways:
If there is wide usage of OWC throughout your
corporation, OWC can be chained into the installation
of the 2007 Office release using the Office Customization
Tool.

Yet, under the heading "Ststpkpl.exe" (which is the file that you actually
download to install the latest version of the OWC'S mentioned above) it
states:

"Ststpkpl.exe is no longer downloaded for the 2007
Office release."

and

"Migration path: There is no migration path for OWC. "

So... which is it? Can you still use the OWC's with Office 2007 or not?

The Office Web Components (OWC) features of Office XP (v10) and Office 2003 (v11) have been retired, and removed from Office 2007.

The primary apps that generated web pages that relied on the Web components, Excel and Access, no longer require/use them in the
Office 2007 versions of those apps, so basically reinstalling it would be to support older versions of Office. (The 2007 Office
versions can no longer access all of the OWC features, as mentioned on the page you linked to, even if they are installed).

Existing Office Web Component installations are removed during Office 2007 setup, so if you still need them to support older Office
web documents then you need to reinstall either the Office XP or Office 2003 versions of the Web components, or since they're
activeX controls, allow users the ability to download and install the OWC on the fly when they first open a web document in their
browser that requires their use. (Users who are on Office XP or Office 2003 web pages that can't find the installed OWC component
will prompt to allow the ActiveX control to be downloaded and installed).

The STSTPKPL set included the OWC component in prior releases of Office. OWC11 has been deprecated/retired in Office 2007. So that
component is also deprecated.


The Office 2003 Office Web Component Add-in version (OWC11)is available from

The Office XP, v10 Office Web Components (OWC10) are available from
http://microsoft.com/downloads/detai...E-5F3A499515DD
