For a computer to have both products installed (Office 2007 & Access 2003)
and working, is there a particular install order that needs to be followed to
insure that both products will function properly.
At this time Office 2007 is the first product installed.
MS recommends that Office 07 be uninstalled, install Office
03 components, update to latest service pack, install 07 and
then update 07 in your situation. IOW you should install
the oldest software first then the newer.

Ok. So, if the computer already has Office 2003, I would uninstall all
components except Access 2003 then install Office 2007. Right?

That's what I would do. I would make sure that Access works 100% correctly
with all updates, make a restore point, then install 07 and update 07.
If you can't get Access working properly for some reason after uninstalling
07, you would either need to repair the 03 version or also uninstall it and
then reinstall 03 first.
