Default MS Picture Manager OIScatalog.cag gone

I had the sudden slowdown of MS Picture Manager, so after doing searches and
finding the solution, I went to C:\Documents and Settings\\Local
Settings\Application Data\Microsoft\OIS to open the catalog.cag file and
delete the old paths but the catalog file was no longer there - only the
toolbars.dat file is left. I tried reinstalling office07 twice and cleaning
the registry after each uninstall, but the folder never reappeared. Repair
doesnt work either. Is there a way to recreate the file and possible missing
dlls or am I left with pictures that take several minutes to open. There is
nothing on the net about this issue. I always liked picture manager, but I
may have to use another picture editor.

perhaps recreate it? In that folder in Windows Explorer, do File, New,
Text File. Edit it and insert

<xml>
</xml>

save it and rename it to

OIScatalog.cag

also there is a folder called "thumbnails" in the OIS folder
