Default Microsoft Query is already running but not responding to Excel.

I have a user that when they try to use the query feature in excel they
receive the above message. Followed by a 2709 internal error from outlook
2003. If they create a new sheet or workbook within excel and run the tool
again. It works. So my question is how do you get the errors to go away and
have it work without having to fight through the errors to get it to work.
Any help would be appreciated.
