Default Microsoft Office "Save As" Windows Installer starts

Everytime I try to save a file (excel, word, etc.) the "save as"
dialog starts, and immediatly afterwards a windows installer dialog
begins. When I cancel the windows installer, I am able to save
normally. I did recently run into an issue when any application
started/loaded where the windows installer dialog started, but was
able to fix this by adding a registry (My Computer\HKEY_CURRENT_USER
\Software\Microsoft\Office\11.0\Excel\UserData [Reg_Dword with Value =
1]). This was added to all the office application folders within the
registry and fixed the loading issue. Now I am receiving this error
in the save dialog, so I would also guess that this was affected by a
registry edit.

Note: I did run a registry cleaner, so this may be the cause.
