make upside down opening quotes into rightside up (not straight!)

How do I make the opening quotes into Right-side up opening quotes, such that
they are a mirror-image of the close quotes quotation marks.

It seems that something in my office settings changed without my choice or
selection, and now all the 'smart' quotes are upside down on the opening side.

Just to clarify: I am NOT asking about how to select autocorrect to change
straight quotes into smart quotes.

Check your language settings. Different languages have different formats for
quotes.
