Default ON-LINE Standing Operating Procedures (SOP)

I am tasked to produce an online SOP and would like to know a good
method for doing this. What I envision for a finished product is
something similar to Microsoft's MSN Library:

Maybe not with all the features, but the ability to drill down
intuitively to the area of interest. Is this available in Visual
Studio, or is there a 3d party tool that makes this task fairly
easy.

Let me know if you've created something similar at your work. Any
suggestions greatly appreciated!

Have a look at TreePad, for one.

Help & Manual is another app that might do the job for you.
