Language Pack; Activation failed - unknown error

I'm trying to install a language pack but I'm not getting past the
activation. It connects to the activation server and then returns with an
"Activation failed - unknown error" message.

I've tried this with four hours in between incase it might be an issue at
the time I tried to activate, but I'm still getting it.

Anyone know what to do with this unknown error?
