Default How to find an editor

Hi,

I'm not sure this is the right place to ask this, but please let me know if
there's a more appropriate place.

I have a Word document - about 40 pages of text plus about 5-10 pages of
illustrations to be added - which needs to be formatted properly for
publication as a technical manual. I'm editing it for content, but really
don't have the expertise with Word styles to get this in shape for
publication.

It's going to be published by a government agency, so I just need an editor
to properly format it with all the elements of style that this type of manual
needs.

How would I go about finding the right person to do this?
