Default How do I stop the frame by frame scrolling?

Scrolling is very slow in all my office applications. It goes frame by frame
as if it is reloading or refreshing to the new position. How do I stop this?

Have you installed the specific driver for your video adapter? Check the
manufacturers web site, NOT Driver Detective or Microsoft Updates.
