how do i fix a blured image

The question is in the subject title, a colleague has taken a picture that we
need but it has come out blurred, is there anyway of fixing it with picture
manager or should i e-mail to my home and use photoshop?

You need to use an editing program to fix your image. The Picture Manager is not
a good choice, Photoshop is.
