How to convert a Word document into a tif or jpeg format

What is the best program to convert Word Documents with pictures into a tif
or jpeg file?

Depends on the objective. You could "print" it to Microsoft Document
Imaging if gray scale is ok. Otherwise you could do printscreen and
paste it into Office Picture manager. Or you could do something in Power
point and export the slides there.
