Home And Student Reconfigs

I have a problem with Home and Student 2007. I install it and it seems
to work well. The problem is it goes thru a reconfigure process every
time I open it. This is not a long process but none the less it is
annoying. Also I have three updates that will not install on windows
shutdown they are KB946974,KB947801,KB946691. Are they related? This
has got me going batty. If any help is available I would be the
