Default Help screen is blank

Running Office 2000 in Windows XP, the help screen in all packages is blank.
The Office Assistant is turned off, the help window opens but contains no
data.

I have repaired Office. I have removed and reinstalled. There has never been
a different version of Office installed on this PC.

I have updated the security settings for MsoHelpAWDlg and MsoHelpKeyDlg as
described in the KB 319956 article and none of it works, although I did
notice two key in the registry for each etnry, there was MsoHelpAWDlg and
MsoHelpAWDlg1 and also MsoHelpKeyDlg and MsoHelpKeyDlg1, so I updated the
security on both.
