Error 1608 when installing Front Page after a hard drive upgrade

I just successfully cloned my c: drive to a new larger one using Western
Digital's Data Lifeguard utilities. All software worked except Microsoft
Office and Front Page. I repaired Office successfully using msicuu2.exe,
which I also had remove Front Page 2002.

Now I can't install either FP 2000 or 2002. Error 1608 pops up after I enter
the product key and says it can't find a qualifying product in my CD/DVD
drive, either one.

How can I get Front Page 2002 installed?
