Default Copy folder structure but not files

Is there any way to copy a folder with all its subfolder structure intact but
NOT the files contained in the folder?

Not through Office. In the operating system you could use Xcopy with the
"t" and "e" switches though. Please look up "xcopy" in Windows XP Help
for usage instructions.
