can not maximize word2007 and excel2007

I am running Word 2007 and Excel 2007 on a machine that runs on custom
shell and when I minimize Word 2007 or Excel 2007, It does not give me
an option to maximize. I have to right click on the transparent box
below and select restore or maximize.

I tested in using Notepad as the shell and samething happened. I ran
Word 2007 in safe mode and same thing happen. The interesting thing is
if I run Word 2007 in safe mode and click on Restore Down and manually
drag it to make really small and then click on Minimize, the option to
maximize, restore up and close shows fine. If I minimize directly from
a maximized window, it does not give the three options.

Any help will be greatly appreciated.
