Bussiness contact manager

I have office 2007 and it did not come with the Contact manager can it be added
without having to purchase another office that has manager included?

No, Outlook Business Contact Manager comes with specific Office SKUs and cannot be purchased separately. You will need to return your copy of Office (if possible) and purchase one with BCM.

We have Office 2007 Professional Plus. Does it include Buisness Contact
Manager? I see that Office 2007 Professional includes it, why wouldn't Pro
Plus? If it is NOT included, how can I get it?

No, you don't have it BUT if you read note 2: "Volume License customers who
purchase Office Professional Plus 2007 or Office Enterprise 2007 may
download Office Outlook 2007 with Business Contact Manager by visiting the
volume licensing services Web site or may request the assistance of their
reseller."
