Default Access 2003 cannot start multiple instances

We have a problem where a user can double click on an access database and it
will start Access and run successfully. The problem is when another user
clicks on the same file - Access does not start. If however, the user starts
Access and then opens the file manually, it will open.

The file is set to shared.

Any suggestions? Thanks!
