Replaced a broken screen on an acer aspire and now some times at startup
I get a lot of flashing horizontal lines during bootup.I can see vista is
loading ok other than this problem.
If I shut it down it usually boots ok the second time.

May I ask if you got the replacement LCD used? Sometimes it doesn't matter but I ask because a used one could be more prone to output errors, so the simple answer would be to buy a new one. However, I would also have to say (unfortunately) that horizontal lines which only occasionally show up is due to a graphics processors error or one inherent in the LCD itself.
I have seen a handful of LCDs that do this and there really wasn't a fix except to replace the graphics board or the LCD (usually the graphics boards). Refreshing the monitor also occasionally worked (as it does in your lucky case) and if it didn't then you just lived with lines on your screen. If this is the case I would just live with it as the graphics chip on a laptop is pretty much impossible to replace unless it uses an add-in card or you just replace the whole motherboard. Since you just replaced the LCD and spent the time and money to do so I would just live with it. It really would not be worth it to invest more into the matter unless the laptop means that much to you.
Some quick fixes may be to check the board and LCD connectors for shorts, dust, etc. or check for any overheating issues (sometimes keeping a PC cool will prevent errors from arising or getting worse). Hope this helps.

That is usually a driver or a power saving issue. What happens when you go
to Control Panel -> Display -> Settings (tab), Advanced (button), and
Troubleshoot (tab), and move the Hardware acceleration slider down to none.
Does the problem go away? Oh those are the Windows XP directions. Is Vista
method the same?

I would say just about ALWAYS in the LCD panel itself.
