Dell Inspiron 8200 Fan Will not work even after replacing
I have a Dell Inspiron 8200 and which has the dual fans on the back.
One of the fans stopped and the other was always running at a very
high speed to keep up. So I purchased a new fan for it and replaced
it but now neither fan works at all. I put the old bad fan back in
and neither of them work on that one now. The computer boots up fine
but I shut it down right away to avoid over heating. I also purchased
a third fan just to be sure with no luck on that one either. Any help
would be great.

The fans plug into the motherboard on this model? If so, it sounds like
a chip failed on the motherboard. There are a couple of places that does
replace chips on motherboards. But there are not many of them. Most
places just replace the whole motherboard.

OTOH, it is quite easy to reverse the small DC fan connector since the
board socket will deform to make it fit.

Try pluging it into the other plugin. Swapp fans do they work now?
Use a 12 volt tester to see if power is going to the plug. test neg
and possitive against the other fan, if needed splice into the other
fan to run both or find the power supply and splice there

I did use a tester and the Yellow wire is hitting 12V but the red wire
has nothing on it.

Actually I miss read. I am getting about 2V on the red wire and a
little over 2V's on the Yellow wire. Also tested the leads at
soldered onto the fan and am getting the same voltage there. This
does not make any sense the fans should be spinning should then not?

No, if both pins have about 2 volts, that means a difference of almost
none. So the fan will not spin. Sounds like a chip failed on motherboard
to me. The real fix is to replace the motherboard or send it to one of
those places that will replace chips on laptop motherboards. That would
cost between 100 to 200 bucks I believe.
The other option is by hot wiring is to the 12v supply. Or what the fan
voltage is suppose to be. And be very careful where you do this. As fans
use quite a bit of power and you can easily blow something out if you
are not careful. Although you know the fan would be running all of the
time in this case. Better than nothing, nonetheless.
