scroll bars not working

I have just started digital scrapbooking and I bought a bunch of files off of a website, so I downloaded quite a few files onto my computer. After doing all of that now my scroll bars aren't working properly on all of my windows programs, the internert, file folder etc. You can scroll up and down using the mouse scroller but when you try to use the scroll bar on the screen it just flickers and won't move down. I have windows vista. Is this an easy fix or have I ******* something up? HELP

I'm all but 100% convinced that whatever you downloaded is not the cause. This sounds like a software or driver problem.

What program are we talking about?
What kind of computer is this?
What are the specs of the computer?
Any recent driver or hardware changes?
