Default xw8600 CPU I/O Wait in RHEL 4

We have 4 new xw8600 workstations running RHEL 4, update 6.
All have the same baseline
3 of the 4 systems have multiple CPU's go to 100% I/O wait after 500
seconds or so after reboot.
The 'hang' period is usually between 20-60 seconds before going to
normal.
We've ruled out video drivers and X windows.

TOP shows the issue but we cannot SEE what is causing the 100% I/O on
the CPU.

Is there a utility that will show what the CPU is waiting on? options
in TOP or a separate utility?

As this doesn't seem to be hardware-related I suggest you ask in a Linux
newsgroup.
