Shuttle SK21G - boot problems, will not boot from CD

Can someone please help me with my boot problem on my shuttle.
I installed and built my shuttle 2 years ago, then it booted from
WinXPpro install cd (and or floppy) and installed without flaws.
I now want to re-install WinXPpro and it will not boot from CD.
After some experimenting I found that I can boot and install Ubuntu
Linux, Fedora and Freenas from CD, just not windows based CDs ( like
any XP install CDs, I have tried several and a Ghost partition copy
CD, I have tried these CDs on other machines so I know the disks
work).

I have tried with a known good/working CDROM and it still does not
boot.

If I unplug my SATA HD my pc happily boots from CD without fail.
I have tried with another SATA HD and have the same issue, I have also
noticed that I cannot boot from floppy disk (WinXp boot floppy)
anymore, unless I unplug my SATA HD.

I did test with a IDE HD and my IDE CD and it booted ok.

I have cleared my CMOS (using the jumper on my MB) and also flashed
the BIOS to the latest version, neither worked.

Any and all ideas welcome

Southbridge is VIA 8237R. Install a jumper plug on the back of the
SATA hard drive, the one that causes "force 150". That will cause
a 3gbit/sec hard drive interface, to switch down to 1.5gbit/sec,
for better compatibility with VIA chipsets.

I think you'll also need to press F6 and install a driver, as I'm
not sure that the Microsoft default driver would work with that
Southbridge.
