I have a 8G USB stick that's formatted with NTFS file system. I always
need to use "Safely Remove Harware" *TWICE*, even when I had made sure
that no process was using the USB stick. The first "Safely Remove" would
always ended as error.
Why?

You don't have to go through a special procedure to remove a USB anything.
Just pull the plug.
