Determine your budget.

Assess your needs: Web browsing, office apps, gaming, graphics editing, video
rendering?

Research the components available to fit your needs and budget, and their
compatibility with each other.

Buy the components.

Assemble them. Motherboards (e.g., Gigabyte) and cases (e.g., Lian-Li) come
with diagrams and other instructions to assist you. A Google search will likely
yield on-line resources as well. This part only takes a couple hours if you
have done the previous steps properly.

Fire it up, configure the BIOS, and install the OS and software.

You'll need build some software resources - easiest way is to get over
the hump on the first couple with a friend's help.

Homebuilding a PC is NOT rocket science! Anyone with a modicum of common sense
and familiarity with electronics and computers can do it.
