Your Event Viewer will tell you which task is lagging.

I had the sampe problem after installing an HP printer. To get rid of
it I went into msconfig...To get there click run - type msconfig -
click ok - click the startup tab - the program I had to disable was
titled hpztsb04, name may change but it should be something similar to
this that you will disable. If you want to check a description of
what you are disabling a good resource is sysinfo.org, you can search
and see what is that you are disabling. Good luck.

Still isn't fixed, can't find it in Event Viewer.
I did install an HP printer, I'll have to check this
