The last thing I would do before starting irrevocable stuff would be to
google for restoring XP defaults. If nothing turned up, and I truly needed
to do a Repair Install of XP, and was fearful of losing my data, I would go
out and purchase a new hdd, install XP on it and hook up the former hdd that
had been my previous XP disk as a secondary drive. My second XP installation
should allow me to read all of the first installation's files (am I grasping
at straws?).

It may be a registry value that needs changed. Try this:
Run Regedit and back up the registry (just in case).
Then navigate to the following keys:
If you find an entry called 'NoFolderOptions' in the right side area check
to see if its value is zero. If not, then set it to zero or delete it
altogether.
Make sure you check both keys above.
You may have to reboot. Anyway its worth a try.
