I have a new Vista PC. The new PC does not have a parallel port but
has plenty of USB ports. My legacy HP ink-jet printer (DeskJet 670C)
has a parallel port. What is the lowest-cost method to connect the
old printer to the new PC?

A cable similar to this one should fill the bill and is pretty cheap:
There are quite a few solutions to the problem. I connect my antique HP
LaserJet 5P with a parallel-only configuration to my network using a
Netgear PS-101 mini print server so that any computer in the house has
access to it. A bit more expensive than the USB-Parallel cable shown
above but much more flexible for my application.

There are adaptors...
but before you get one...be sure that Vista even has the drivers for your
printer

My first thought when I read the OP. The 670C is what, 6yrs old or maybe
older.... Very high quality printers are cheaper than they have ever been
and can include a flatbed scanner and whatever you really need AND add Vista
support. I just changed over from my old HP (first USB model they made)
because the cost of ink was getting prohibitive and it also had no Vista
drivers available. There were some workarounds, but all of them made
printing a real pain.

I don't know about that printer in particular but in many
cases it is quite a bit more expensive to run a newer
printer because of the proprietary, anti-competitive
measures taken trying to force users to buy branded
cartridges.

I did a quick check and HP does *not* support that printer in Vista...
so it's new printer time I'd imagine...so no snese in getting a USB to
parallel adaptor

I agree. I still run an Epson 880 as my everyday printer because the third
party cartigages are just so cheap to buy on EBay $10 for 3 black and 2
colour. I have a Canon 6700D pixma that's just there to print photos only.
**** thing takes 6 ink carts.

Thanks to all replies. I have decided to keep my old Win2000-based
PC, just to run the DeskJet 670C printer. In the meantime, I'll be
looking for a Vista driver for this printer (or, I may decide to write
a driver for it.)
